Develop the first EPR plant through international cooperation.
Taishan Nuclear Power Joint Venture Company Ltd. (TNPJV) was formed in November 2007 by China Guangdong Nuclear Power Corporation (CGNPC), holding 70%, and Electricité de France (EDF) holding 30%. It was the largest clean energy joint venture formed between China and France, and was also the largest joint venture between China and a foreign investor in China’s power industry.
TNPJV is responsible for the financing, construction, and operation and maintenance of the plant. At the time the project began, there was also no precedent of deploying EPR civil nuclear energy globally. In 2009, only two other EPR plants were under construction in the world: Flamanville in France and Olkiluoto 3 in Finland.
Taishan’s successful development offers a good example of merging international expertise with China’s indigenous civil nuclear project experiences. CGNPC has substantial experience of working with international partners, in particular with French M310 nuclear technology and management standards which were deployed on China’s first large commercial civil nuclear energy plant, Daya Bay, in the 1980s, and another Sino-French collaboration, Ling’ao Phase I.
