Redesigning the city to combat the effects of climate change in Senegal

Ensuring the safety of the inhabitants and combating against the degradation of the natural environment in the face of climate change.

Faced with flooding, the only bulwark of Saint-Louis is the Langue de Barbarie, a sandy barrier weakened by human activity. To ensure a sustainable and resilient development of the city, Egis proposes different scenarios integrating technical, economic, environmental, social and institutional components.

In partnership with Deltares, Egis is carrying out a study for the design and implementation of an environmental monitoring and modelling system for the coastal zone of Saint-Louis, focusing on the behaviour of water bodies (coastal and river) and hydro-sedimentary dynamics. This should help prepare the Urban Master Plan (Plan Directeur d’Urbanisme - PDU) and, in particular, to plan the occupation of space.

Egis brings to bear all its expertise and know-how in the hydraulic field, particularly on the subject of flooding.

This mission is a case of application of the climate change impact studies on terrestrial and maritime infrastructures and on the management of urban areas: understanding of the issues, design of maritime and river modelling tools, development of a strategy for sustainability and urban resilience.

The river and maritime models, in particular, are developed and calibrated on the basis of three in situ measurement campaigns (swells, currents, salinity, morphology, bathymetry, Lidar topography), covering river and coastal hydrodynamics, wave propagation, the impact of storms on the coastal fringe and the evolution of the coastline.

This contract is part of ADM's implementation of the Stormwater Management and Climate Change Adaptation Program, as well as the Saint-Louis Emergency Recovery and Resilience Project, funded by the Nordic Development Fund and the World Bank.

This project fully reflects our long-standing commitment to the combat against climate change, which is at the heart of our strategic development axes for the years to come.

Egis first carries out a study to identify solutions, then to study the most appropriate solution, up to the preliminary design stage.

This important upstream work includes, in addition to in-situ measurement campaigns (in particular LiDAR topography), a digital modelling of the site, its characteristics and its evolution in order to define development solutions and scenarios.

Another part of our mission consists in elaborating a master plan for stormwater drainage in Saint-Louis, including the implementation of a Geographic Information System (GIS) and the establishment of a vulnerability diagnosis to flooding.

Finally, our team is proposing a strategic environmental assessment (SEA) for the technical study of the Langue de Barbarie (sandy barrier).

The purpose of these studies and plans is to guarantee the safety of the inhabitants against the risks of flooding and to protect the areas against climatic hazards. These developments also allow, in the long run, to ensure more stability to the region.
